Will MP3 to WAV improve the sound?

No. Converting MP3 to WAV does not restore the detail removed when the MP3 was made. The WAV sounds the same as the MP3, it is just larger and easier for some tools to use.

Distributors can often tell when a WAV started life as an MP3. If you need a master for release, export a WAV from your original project instead.

No. It changes the container and makes the file uncompressed, but lost detail can't come back.

Can I send an MP3-to-WAV file to my distributor?

Avoid it. Export a real WAV from your project. Upsampled MP3s can be flagged and will sound like the MP3.
